Out-of-the-ordinary - Policy-Making in Cities Facing Extreme Challenges

The history of city is a history of ‘shocks’ and ‘adjustments”. It is also a history ‘exogenous shocks’ (natural, ecological, economic disaster) but also of ‘endogenous shocks’ (policy actions aiming at re-inventing different dimension of the city). From a methodological and applied perspective the workshop will explore the cognitive strategies public actors follow in order ‘to structure’ the policy making process in a ‘out-of the ordinary situation’.
