Several Latino american countries are promoting vigorous policies of scientific development. They include high level training, research and institutional building. Among the countries more active in this sense is Ecuador, which has launched a strong program of training abroad and the Prometeo program. Both these programs have been models for analogous programs in other countries of the Subcontinent. Interesting initiatives are also promoted in Center America and the Caribbean region which has become a laboratory of cooperation and scientific regional integration. This talk pretends to analyze the conditions and modalities which characterize these programs, with special reference to scientific and technological areas and to the perspectives of collaboration with Italy and Europe, and attention to the lights and shadows of the Italian policy of internationalization of the University and scientific system.
